Star represents your administrative level in the site. New members get s star while moons and suns represent higher power over the forum and its operation (ripoff of the system in Puyo Puyo lawl)

As for the New Member title...I'll wait for nemoma (still have to get the hang of the Admin CP's terrible Engrish)

Actually the stars represent your user level. As far as today there is only ONE level for members, so you will stick at 1star, member level is divided via post counts and other factors that will be discussed and implemented shortly.

As of the Usergroups, it's the same as the star field - they are linked.

As of now there is only New Member for members, then we have Mod, Super Mod and Admin.

but don't worry, Members can do everything members do.
